菲律宾执法当局近日在南部两座以农渔业为主的小镇展开联合突袭行动,捣破疑似网络诈骗及非法网络赌博据点,逮捕近200名外籍人士。根据媒体发布的现场照片,部分被捕者具有华人面孔,但其具体身分与国籍仍有待当局进一步核实。
根据中央社引述《菲律宾每日询问报》(Philippine Daily Inquirer)的报道,菲律宾国家调查局(NBI)、移民局(BI)、陆军及警方人员于周五清晨,在棉兰老岛三宝颜锡布给省(Zamboanga Sibugay)的艾丽希亚(Alicia)及西艾(Siay)两镇展开联合执法行动。
当局接获线报后,怀疑有外籍人士与菲律宾籍同伙利用先进电子设备,非法经营网络赌博及从事网络诈骗活动,因此派员前往相关地点展开调查与突击行动。
艾丽希亚及西艾均位于菲律宾南部,距离首都马尼拉超过1000公里,属于以农渔业为主的小镇,平时鲜少有外国人前往。
《马尼拉时报》报道指出,执法人员在西艾拘留至少80名中国公民,另有约100人在艾丽希亚被发现。据称,部分人员在当地搭建的帐篷内从事诈骗活动。
查获约2000支手机 电脑等设备一并扣押
菲律宾陆军第1步兵师师长巴洛基约(Balaquiao)在报告中指出,执法人员在突袭过程中查获约2000支手机及多台电脑,相关设备将成为后续调查的重要线索。
菲律宾总统小马科斯上任后,政府持续打击离岸博弈产业。随着相关执法行动加强,部分外籍从业者已离开菲律宾,但也有人员疑似转移至偏远地区,另行经营网络诈骗据点。
目前,调查人员正进一步厘清相关据点是否涉及跨国犯罪组织,以及部分被捕人士是否可能是人口贩运、恐吓或限制人身自由等犯罪行为的受害者。
菲律宾移民局与国家调查局也正在核实被捕者的身分、国籍及其他相关资料。
菲律宾陆军第102步兵旅向DZRH News表示,据信涉案人员为中国公民。不过,军方强调,相关人士出现在当地,并不代表他们每个人都涉及犯罪,仍须根据调查证据确认个别人员是否违法。
巴洛基约指出,当局在核实相关人员的身分及法律状况期间,必须确保他们受到人道对待,并享有正当法律程序。
他说,社区不应成为人口贩运、剥削或跨国犯罪活动的藏身之处;对于可能遭受侵害的人士,当局应提供必要的保护与援助,而经调查确认涉及违法行为者,则应依法处理。
